and we don't feel this freedom should be limited to a select few! It is an accepted fact that 95% of shipwrecks are discovered by the public ( private sector) who promote and foster the enjoyment there-of.. The public's involvement is as responsible and qualified as those working for a bureaucracy, supported by public tax dollars..... Someone once wrote..."I have pursued my own path, learning from whomever and wherever I could. In my experience, the politics inherent in many group decisions lower the quality and the effectiveness of the action.The experienced, wise, energetic, intelligent individual functioning in a loose coalition with others in a wide network is far more effective than he is in a tightly organized group, or so it seems to me." (John C. Lilly, MD.,The Center of the Cyclone).

Our Purpose/ Goals:
A) Acquire the Permit
B) Clarify Coffins Patch;
Historically, Archeologically and in regards to submerged Cultural Resources.
C) Addendum (Section # 8) to Submerged Cultural Resources Agreement; To correct the prohibitive nature of the language.

Statement of Understanding:
Our purpose it to acquire a permit and offer our findings..... Remember, language often has been used as the great manipulator to cloud fundamental truths and conjecture, well!......We view the freedom of the private sector to salvage and the conflict with various groups as a puzzle with many pieces. To us, we think the solution is to
follow the path . . . . . . . . . . . . . C:/intelligence/wisdom/reason/common sense/insight/hindsight/foresight and try to put the pieces together and arrive at a workable plan. The public's creative instinct has always been the mother of invention. It appears that some self interest groups through self empowerment and self entrenchment want to possess every item from every maritime accident by claiming it to be historically, archaeologically or important as a submerged cultural resource.We understand that archaeology, history and cultural resources have to be considered, but this is not true of all cases and these considerations should not be utilized to prohibit the public from participating! .The private sector has subsidized their projects with money, know how and manpower since the beginning .. We find that the private sector has proven its to do well, time and time again. Read Consolidated Cases No.84-2256 & No.85-2702-Civ-Judge Aronovitz. As a result of this case there are no continued claims on Coffins Patch and this ruling opened the area to salvagers. Comments are encouraged but please follow the Path......
